Housing Needs and Actions for the Agricultural Sector in Rural Greenbelt Communities

The Greenbelt Foundation’s latest report Housing Needs and Actions for the Agricultural Sector in Rural Greenbelt Communities in partnership with Caldwell Consulting, highlights housing needs in rural communities with a focus on sustaining agriculture, a major economy and source of jobs for rural communities in the Greenbelt and across Ontario.

Agriculture is a cornerstone of the Greenbelt’s and Ontario’s economy, contributing nearly $50 billion to provincial GDP and employing 10% of the workforce. Ontarians also benefit from a safe and secure source of local food with 60% of food produced and consumed locally. Housing shortages are intensifying in rural communities threatening the viability of farm operations and growth opportunities within the broader agri-food and rural economy.

This report explores innovative housing solutions for farm families, on-farm workers and agri-business employees. Planning policy recommendations also ensure non-farm residential housing does not infringe on or constrain agricultural production and goods movement.

Key recommendations for provincial policymakers and municipal planners include: 

Maintain existing ARU policies under the Greenbelt Plans and PPS 2024 and consider expanding these policies to agri-businesses. 
Collaborate to promote innovative housing solutions for farm workers and agri-food businesses. 
Integrate agricultural housing needs into municipal housing and agricultural strategies. 
Develop rural infrastructure strategies to support agricultural and housing needs. 
Plan for sustainable housing development and complete communities while protecting farmland.
